Connecting my notebook to a LAN

I have a domestic LAN with 2 PC connected via crossed Ethernet cable and I'd
like to connect it to the LAN when needed, by the same cable, thus
disconnecting one of the PCs. In the same manner I'd like occasionally to
connect the notebook to other PCs outside my house.
Is it possible to define a LAN configuration on my notebook that fits all
needs, both on my LAN and on others? In my LAN I set explicit TCP/IP
addresses 198.162.0.1 on the Internet server PC and 198.162.0.2 on the
other. I tried configuring the notebook with this last address but it
doesn't work, I get the well known error "You don't have the required
authorization" due to firewall problems, yet I verified that my Windows
embedded firewall doesn't control the LAN.
Maybe is there some constraint with respect to user names and group names?
