Changing a machine setting (turn off hard disk) for all users who log into machine

All,

I have a machine that I need to have on at all times (database). I
have changed this setting while logged in as admin, but it changes with
each user profile when they login. I need to make a change so that
when any user logs in, the setting does not change to "turn off hard
disks" or "hibernate" after 30 mins....etc. Is there a machine policy
that would default this for all users? Thanks!

.
