Since it is a fresh install, did you also install the motherboard
drivers and the NIC drivers? Win98 won't have those included.
If not, please do so. If you did install the correct Win98 drivers for
your hardware, then throw in a known-working PCI NIC. Disable the
onboard NIC in the BIOS. You can get a PCI NIC for under $20USD so this
isn't a big expense.
