Host laptop (winxp) is ok for emails and internet using broad band. It is
also ok to utilise files on second laptop (winxp) and the remote printer.
They communicate through a Belkin five port router and two lengths of Cat5e
cable. Second laptop will access shared files on host computer no problem
but will not receive the internet or emails. I have tried with firewall
switched off but no success. Ping one way but not the other - why? Help
please before the white coat man arrives!!!!

You have IPV6, aka Teredo Tunneling on this computer. Try removing that. If
necessary, you can re-install later.
