generally yes, provided that you can get such a packet through
the router, if you use one.

Suppose the WAN IP of the router is 123.456.789.012 and its port-forwarding is set for TCP of 1234 to a local IP of the PC which I want to turned on. Can I turn on the PC from the internet by typing the following URL in the address bar of a browser and press Enter key?
