Have to reinstall network card upon reboot

I am having a TCPIP Problem.

Every time I reboot I loose connectivity to the internet. My local area
connection will have no ip address settings in it (I use a static ip address
hard coded). It doesn't even revert to DHCP. I try to repair and it says
that TCP IP isn't enabled. I disable and enable and same issue.

I have run the Microsoft reset tcpip netsh utility. I have uninstalled and
reinstalled my network card. When I reinstall the network card it works for
one reboot.

This all started when I had to perform a repair install after a registry
problem kept the computer from booting.

Is there anything I can do short of deleting windows totally and
reinstalling?
