Internet connection sharing uses the 192.168.0.x range of IP
addresses. Your Bluetooth connections are using the 192.168.34.x
range, so I don't think that ICS can work.

If you've enabled ICS on the desktop computer, disable ICS. Then,
enable ICS on the desktop's Internet connection, and tell it to use
the Bluetooth connection for the home network.

Configure the Bluetooth connection on the laptop to obtain an IP
address automatically, then reboot the laptop.

Don't make any manual TCP/IP settings on either computer. Check the
Bluetooth connections. They should show:

Desktop Bluetooth:

ip : 192.168.0.1
subnet mask : 255.255.255.0
Default Gateway : left blank
Preferred DNS : left blank
Alternate DNS : left blank

Laptop Bluetooth:

ip : 192.168.0.x (1<x<255)
subnet mask : 255.255.255.0
Default Gateway : 192.168.0.1
Preferred DNS : 192.168.0.1
Alternate DNS : 192.168.0.1
