Try to isolate the problem. Get Ping Plotter, and find out where the connection
is being lost (and objectively identify WHEN the connection is being lost).

I downloaded this pingplotter. neat program. the pings never went beyond 100.
so no yellow or red indication. it did however list something as "ERR"
instead of a ping.

I don't know for sure what that means. It's the computer? most likely
windows? But i have no idea what the problem is with windows.

OK, look at where the high pings start. At the router? At your ISPs gateway?
At a distant server? What target IP address are you pinging? Make it one on
the Internet, outside your LAN. Remember PP shows you the pings for each hop
between you and the target.
