Windows Wireless Zero Config does not offer Pre-Connect (at least I couldn't
find it. . .). Usually only the native control application does. If the HP
uses an Intel wireless card, then download the Intel PROSet application. The
generic one from intel's site will work fine. When you install it, there is
an option to install the persistent & pre-connect options. If your HP uses a
broadcom, then you may have to hunt around. I haven't tried pre-connecting a
broadcom.

I want to logon to my W2k/w2003 domain using Wifi.
At this point the laptop (HP NC6120 windowsXP sp2) creates the Wifi
connection after I login. I want it to create the connection before logon,
so you will have a normal domain logon.
The laptops Wifi connects to a Linksys AP.
