Since you say it is a new install of XP Pro, you need to check if it is
using Simple File Sharing. If it is, you need to disable it. Here are the
steps:
1. Open up any folder
2. Tools -- Folder Options
3. Hit the View tab
4. Scroll to the bottom and uncheck "Use simple file sharing"
5. Restart and see if problem persist
