In the first place, adding administrator permissions to user accounts to fix
access problems isn't the right answer - ever. Making sure that all shares
and servers have the correct permissions and that all users are member of
the correct ACLs is the way to fix that problem.

And in any case it won't fix slow network performance. Have you
investigated the possibility that a bad switch, network card(s) or cabling
could be causing your problem? I'd consider that far more likely than an AD
problem.

Finally, be sure all AD clients are using the AD DNS server to resolve names
and that the AD DNS server is using your ISP or root hints to resolve
outside names.
