Internet Exporer pop ups

Hello All,
I am running Windows XP Pro SP2 , IE6.
I still get IE6 windows opening to sites I have not been to while at other
sites.
I have deleted my Cookies, and setup the Pop-ups filter. I am also running
Norton Firewall, and have ran Spybot.

Any ideas.
