Folder Permission Setting with or Without domain

Hi,

When i was using win xp Pro within a domain, the security & permission
setting for a file or folder can be controlled for each user within the
domain or local user account and have the attributes for Read, write, and so
on.... But, when running win xp without a domain
(workgroup), the setting is tottally different. How can i have the same
setting as within a domain even i am not joining a domain?

Thanks,

Edward
