OK, both computers are on 192.168.0/24. If the tray icons (on both computers?)
indicate physical connectivity, then the problem pretty much has to be software
on one or both computers.
Here are all 5 LSP / Winsock procedures. Read my article:

I don't know what the tray icons really mean. Until you get the two computers
to successfully ping each other, I'm not sure if it matters anyway.
Once again, check for misconfigured / overlooked firewalls:

Please don't waste time worrying about browsing. Get the two computers
connected first. Ping by IP address has to be successful.
