Impossible to network between WinXP Home and MS-DOS with NetBIOS?

I'm trying to access my Windows XP Home machine from a MS-DOS 7.1 (Windows
98's DOS) Startup disk I made with an installation of Workgroup Network
Client using instructions at http://www.wown.com/j_helmig/dosclflp.htm.
The Windows XP machine has been set up for NetBEUI/BIOS.
I have the proper NIC driver set up, the boot procedure and autoexec/config
runs correctly, but the computers cannot see each other. I use the logon
name NETBOOT1 which is the same as the boot disk's computer name with no
password. I also have an account on the Windows XP machine named NETBOOT1.
Is there something missing, or do I need to set up for TCP/IP?
When both systems are on, regardless of whether they can be accessed or not,
the Windows XP machine registers the ethernet connection as 100.0Mbps
.
