First of all, does he also have third party firewall like ZoneAlarm, installed? Try disabling ZA while leaving on the Windows firewall. And see if it connects to the college system.
For the Windows Firewall:
Have your son check the following:
Control Panel> Security> Under Settings section> Windows Firewall> Exception tab> Make sure "file and printing sharing" & Internet Explorer are checked. See if also if he needs UPnP Framework checked, if he hasn't have it already checked.
Did the college require that he install some type of Internet connection software, that included some antivirus & anti-spyware software on it? He made need to add those applications to the exception list. Many college require that run before you can connect to their system. And with the firewall enabled, and these applications are not added to the exceptions list. He can't connect to them.

My sons system, at college with him. Right before he left we upgraded from
98 to wp-pro-Sp2. He and others at the school are having an issue, with the
firewall disabled, truned off in services, it still shows "on". They (he)
can't make the needed initial connection to the schools network while it is
on. @ weeks later, their IT dept has no solution, spoke to 2 other IT guys,
searched the web till my fingers were sore.
Is there a way to completey remove the xp firewall? he still would be
running another firewall, after this issure was solved. Please e-mail me...
