Dan,

You can give access to Guest ("Everyone") only for specific folders, and access
to other non-Guest accounts for other folders. You'll have to make another
share though for Guest access; the C$ share requires administrative access, and
Guest is a limited account.

Note that network access, by any account, requires 2 Access Control List
entries:
# Sharing (only needed for network access).
# NTFS aka Security (needed for both local and network access).

So add a new share, to the Videos folder, with access granted to Everyone (ie
Guest). You can use the C$ share for your personal access, by the matching
administrative account.

Now, what do you want your friend to do? Only view your videos, or add to your
collection? If the former, give Everyone Read-Only access to the Videos share.
If the latter, give Everyone Read-Write access. Then add accordingly to the
NTFS (Security tab) Access Control List.
