Did this computer ever appear on the network? If so, what changed
between the time things worked and the time they didn't? This problem
is most often caused by a misconfigured firewall. Make sure you only
have one firewall running on the troubled machine and that it is
configured to allow the lan as trusted.

Here is an excellent network troubleshooter by MVP Hans-Georg Michna. If
you take the time to go through it, it will pinpoint the problem
area(s):
