Can not get to internet have Connection too!! Web pages wont come

Ok I had reloaded my laptop just loaded OS and Office 2003. And then I
connected to the internet I was able to open the home page for a couple of
times. But, When I checked the Network Status the packets are registering on
the system but I can not reach any other page or site, on the net. The
connection is good I can ping the world but I cant even get to Microsoft
updates, In the event logs under system an error continues to occur it is
"TCP/IP has reached the security limit imposed on the number of concurrent
TCP connect Attempts" Can anyone help? I don’t know why after I installed
Office 2003 and I registered I cant reach the internet anymore, What is
going on???
