ICS and firewall stopped working

the internet works fine on this computer, but not on the other computers on
the network. ICS and the windows firewall used to work, but one day they
suddenly stopped.

i went to Administrative Tools --> services and i saw that the "Windows
Firewall/Internet Connection Sharing (ICS)" service was not started. so i
tried to start it and i got an error mesage that reads:

Could not start the Windows Firewall/Internet Connection Sharing (ICS)
service on Local Computer.

Error 10047: An address incompatible with the requested protocol was used.


i went to Administrative Tools --> Event Viewer and i found an error that
seems to relate to the problem. the error was under 'system':
