Network Connection Slow Down



I've got your basic 10/100 network setup, with 2 hubs, one in each building.
Internet is always on with a 512k adsl permanant line. There is no much
activity on the network on average. Recently my desktop pc, which is a basic
celeron 2.0ghz, has had a slow connection when it comes to accessing the
network in the 1st click, say for example if I click on network neighborhood,
it takes more than 30 seconds to open up. it used to connect directly before.
I am certain that i haven't made changes to this pc network settings or
installed any software that might have. I suspect that spyware may be an
issue but i have spybot, ad-aware, windows spyware updates installed -
basically everything that i heard was effective and installed and updated
them but none has worked out in fixing the problem. I'm outta ideas! Any
suggestions guys/gals?
