If the browser situation is stable, then you probably don't have to look at your
neighbor's computers. But thinking about the whole thing, I have to wonder what
you benefit with sharing a network with someone who doesn't support your need to
use your network effectively.

Do you have any need to be on the same LAN / workgroup as this guy next door?
Do you actually share files or other resources with him?

IMHO, you need to change the workgroup on all of your computers. That would
make sure that only YOUR computers affect what YOU can see in Network
Neighborhood.

Probably better than that would be for you to get another router, and setup your
own LAN.

Anyway, are we now down to one problematic computer? If we're that good, then
let's start with "ipconfig /all" for wabash1, wabash2, and wabash3. That will
give us a good test set, so we can diagnose the problem remaining.
