Hmm, not good.
NBT should bind to the LAN card without any tweeking.
It's not some esoteric LAN card with oddball drivers, is it?
Easiest and fairly non-destructive thing to try is
going to device manager, delete the LAN card, and re-boot.
Let it re-detect the network card and re-install it.
See if it re-binds to NBT correctly after that.
Have you ripped out any malware / spyware / viruses lately?
Have you checked for any of the above lately?
