Is your computer either a) running or b) connected to a proxy server? If no
to both, then adding the keys are going to cause you more grief the what it
was suppose to solve. The key you speak of gets created when you
enable/configure a proxy server in your "internet options" applet of control
panel or from within IE, tools, internet options, connections, LAN Settings.
