I'd be very surprised if this dual identity thing (schizoid computers LOL)
doesn't make at least a portion of your problem.

How about you change the two commands in CDiag.cmd on both computers to below,
and rerun on both.

set FullTarget1=STATIC DESKTOP 192.168.0.1
set FullTarget2=MOBILE COMPAQ 192.168.0.172

Look in [C:\WINDOWS\system32\drivers\etc], in files hosts and lmhosts, and see
if you have any forgotten entries there.
