Unable to use port 25

While Outlook is able to send email, when I try to telnet to a port 25 of ANY
SERVER, the connection is refused; I have other software that needs to
directly mail reports, but my computer is blocking access to port 25 (even of
localhost!) to all but Outlook. Windows Firewall IS NOT ACTIVE (I have a
hardware firewall). This is true on both my PCs.

Ideas?
