You're at the mercy of the owners of each router between you and the website in
question.
With packet switching, each packet could be taking a different route, so your
traceroutes taken as a whole might offer a sampling of the routes taken, but not
any one of them is 100% accurate as a whole.
A product like PingPlotter (free from <http://www.pingplotter.com/>, which gives
you a GUI, repeating, tracert display, might help you identify any bottlenecks.
What you can do, about any that you do identify, is anybody's guess.
