Windows XP Slow File Copy Performance



We are having a problem where Windows XP is very slow when copying many small
files or single large files to Windows Server 2003 or a Linux NAS device.
This slowness occurs on our local LAN as well as our WAN. We have done speed
tests on our WAN and have seen that XP will only use about 200K of a 1.5 MB
T1. We have also done the same test using a Red Hat Linux machine and we can
utililize the full 1.5 MB. Can anyone explain what would cause XP to be
limited? We use QOS on our WAN for our VOIP phones, but the QOS policy only
states that phone traffic has priority. There is nothing that should affect
the XP machines, and we do not use QOS on our Local LAN. Any help that can
be provided is very much appreciated.
