How to change the ip address with administrator credentials...

Hello,

I need to change the IP address for a Windows XP Pro PC without being logged
as an administrator on the local machine.
I've tried to run netsh, with administrator credentials using runas, but is
not working.
I don't want to tell to the user the administrator password in order to log
as Administrator. Is there a way to change the IP address for the LAN on an
Windows XP Pro if the user is not member of the local admin group?

Thanks,
Bogdan
