Run services.msc from a command prompt, and make sure that this
service is running:
RTM, SP1: Internet Connection Firewall (ICF) /
Internet Connection Sharing (ICS)
SP2: Windows Firewall / Internet Connection Sharing (ICS)
Look in Event Viewer (eventvwr.msc) for relevant error messages.
