Desktop... on top

Tech-Archive recommends: Speed Up your PC by fixing your registry

The desktop will "flicker" every 5 minutes or so, as if it's refreshing
itself. Not a big problem unless I'm running a full-screen program or a
game, in which case the program will minimize and the desktop will come up.
Any ideas why this would happen and how to fix it?
