As previously mentioned, IAS will work for you and is designed to handle
wireless, VPN, LAN (802.1x) and dial up authentcation. It will work if you
have Active Directory in your network, or, there is an SDK that has samples
for anyone to write a plug in to grab credentials out of a DB. It will also
work against the local SAM (Security Accounts Manager) which is a common
scenario for small businesses.
IAS is an optional component on Windows Server and can be installed vai the
add/remove programs applet in the control panel.
