Acquring Network Address

Whenever I click Local Area Connection at my Network Connections window I
receive this "Acquiring Network Address" status for a while and then it
always becomes "limited or no conectivity".
The thing is that most of the times, I get stuck to this "Connecting
Miniport WAN" window when I try to click on my other icon to connect me to
the internet.
Aparently, it's a problem with this DHCP server which is not compatible with
this new SP2 I have installed here. But I'm not really sure about it. I read
an article about it which says that this DHCP is enabled by default through
the TCP/IP protocol and there's no way for you to disable it.
I'm not so good with all this network configurations, but I have an internet
connection here through a pppoe protocol using an Efficient Network ADSL
modem model SpeedStream 5200. I can't even get to the modem's configurations
like I did before when I typed http://speedstream on my IE.
Could anyone drop me a line about it?
