I looked at the reg key you mentioned, its set to 0 on both comps and
just to make sure everything was write I ran BROWSTAT again, this time
I got an error. Here is the out put from them

p.s
I noticed that with the browser service off on my desktop computer it
can't even see the network, but with it on it can see the tablet, but
not accesses it ( get an error when try to click on it). With my tablet
with no mater if the browser service is on or off I cant see the whole
network, but if I type //dan_basement it will still access my desktop.

p.p.s
I know that the two computers are "physically" connected because i can
run RealVnc between them, no problem
