FTP Problem

I have installed IIS on my win xp pro pc, I can access the ftp site
from another pc on my lan by typing in ftp://192.168.0.2.
But when I try to access it by typing in the wan IP address I can't
access the site. I get 426 connection closed error message.
I have windows firewall turned off and Norton Internet Security
2005 on I made a rule allowing incoming traffic for TCP. I also
have a Netgear FVS318 Router and I have enabled ftp on port 21 in
the router.
Nothing I try allows me to let someone to connect to my ftp site.
I am on a cable connection.
I also tried several other programs like Serv U and I could let
people connect but the download speeds were very slow like 10-20
kbs. Any help with this problem would be greatly appreciated
