Unable to connect to Internet through DSL after accidental uninsta

Hi all, I got a major problem connecting to the internet from my computer.

Let me tell you what happened first. I had Win XP and Red Hat Linux 9
dual-booted on my machine in separate partitions and they co-existed very
well. A few weeks ago, I decided to install Red Hat Fedora Core 3 over Red
Hat 9, since FC3 is an upgrade.

I had to figure out how to get the Linux partition off my computer. I read
about a utility on the FC3 rescue CD called parted. I used it, but in the
process, I accidentally deleted the partition on my drive that contained XP.
I installed FC3 and it ran smoothly, but I kept kicking myself in the head
because i found out during the install process for FC3 that I could have had
FC3 remove the existing Linux partition automatically without a problem.

Several days later, I decided to reinstall XP because I wanted to get my
system back into a dual-boot config, and to do that, I had to remove FC3 from
my system. I reistalled XP, and it went fine.

When I went to try accessing the internet through my ADSL line, the
connection was very slow (about 4000 bps) and that is not DSL speed, right?
I have an ethernet card made by Belkin in my system, and before the screwup,
i could connect to DSL just fine! Same with FC3, it worked fine.

I tried reinstalling the drivers for the network card, and it still had the
same problem. Reinstalling XP didn't help either (and I tried at least three
times to reinstall). The connection these days now either shows a very slow
bps speed (like 2848 or something) or 0 bps. I now cannot connect to any
websites at all either, I get a message that says it cannot connect to the
web site, even though my DSL line is on and apparently working.

I have tried connecting to all of my normal websites (including Microsoft)
and I cannot connect to any of them.

Can someone tell me what has happened to my computer and how to fix it?
It's pretty much a doorstop now because i cannot connect to the internet at
all, and taking it to a repair center to be fixed is not something i can do
at the moment.

The machine worked fine (internet connected at DSL speed) and I was pretty
happy with it, but now I can't connect at all. 56k modem doesn't connect
either.

I need some help. I am hoping someone here can help me because I take
online classes for college and an Internet connection is a requirement.
