Machine won't allow communication in

I have a box on the network that acts like it has a firewall running, it
will allow all connections outbound (ICMP, TCP, etc), but NOTHING in. ICMP
packets show up on the network connection if you watch the packets in/out
stats in the network GUI, but if you look in netsh interface ip show icmp
the stats never change. We'll call this box, box A, box A can ping any
other box on my network just fine, the other boxes can ping each other just
fine, but they all get failures when trying to ping box A.

Box A can ping itself, can pull up web pages using it's own address, on
multiple ports (have tomcat, apache, etc running). The Windows Firewall is
set to off. I've tried it on/off, with exceptions without exceptions, allow
ICMP, don't allow ICMP, etc. Nothing show up in the Windows firewall log or
the event viewer when people try and access stuff on this box. I am at my
wits end. any help would REALLY be appreciated.
