connection takes 10 mins to start up on reboot

everything has been fine with my system for over a year, and now
suddenly, when i reboot, i cant connect to the internet for about 8
minutes after startup. i've killed all processes and services down to
the bare minimum to no avail. anyone know why this would be happening?
any kind of last resort option i could use to clean up absolutely
everything network related as if i had just formatted?
