Can't get to Wirless Network setup in XP SP2

I'm using a laptop with a built-in wireless card. The card appears to be
enabled -- I see two entries in the Network section of Device Manager for it
-- but I can't make a wireless network connection via Control Panel -->
Network Connections. How can I access the Wireless Network Connection window?
