What kind of Internet connection? Dialup? Broadband?
If dialup, you aren't going to have a very good experience with that many
users. And it's hard to find analog modem routers these days.
If broadband, buy a decent broadband/firewall gateway appliance (see NetGear
FR114P for one option). It can do DHCP and NAT as well as provide your
network with perimeter security from the Internet connection.
