Networking and Access denied by Access Control List

Just got broadband with Pipex and trying to network two computers. Both run
Windows XP Home OS and both have been networked together before.
Running off a speedtouch USB modem, and networking the computers with an
ethernet cable between network cards.
The second computer is able to access MSN Messenger and that works fine,
however, when attempting to run IE 6, this message appears:
Forbidden
You were denied access because:
Access denied by access control list.
The main computer works fine. I would be very appreciative if anyone could
tell me how to bypass this control list. Do I need a router? Can i edit the
ACL? If so how? Thanks.
