I've got a similar problem....with the network wizard setup it's
impossible to activate ICS. I left a thread about it 2 days ago, it's
called "ICS&SP2"

After running network setup wizard, I have this results:

the host says:
(lan card/properties/general/Tcpip-properties)
IP Address: 192.168.0.1
Subnet Mask: 255.255.255.0
Default Gateway: blank
DNS Server: blank

the client says:
(lan card/properties/general/tcpip-properties)
get ip address auto (sorry I don't know the exact translation in
english)

DNS Server: 192.168.0.1
If i use the "restore/recovery" (again I don't know how this is
translated) on the lan card options I get "can't get IP address".

I can use file and printer sharing, but not ICS. When I manually
configure the host and the client the "internet gateway" icon appears
on the client and I can see some web pages. But still, most of the web
pages won't work(for example, microsoft web pages), I can't use outlook
express......... what's driving me crazy is that if I re-run network
setup wizard the internet gateway will disappear once again from the
client. I'm using XP SP2 as server and XP SP1 as client (both are
professional editions). Everything worked fine before I installed SP2,
so this can't be some problem with hardware.
p.s. how can I deactivate and reactivate ICS without using network
setup wizard?
