It depends where you want to "open ports", and what for!

If you are trying to run an internet server of some sort on a system
on your internal network, you will need to set up the router so that
it passes incoming traffic on the relevant external port (e.g. 80 for
HTTP) on to the system running the internet server. Generally
speaking, you do this by browsing to a web-based manager at the
router's internally visible address (often 192.168.0.1).

You will also need to configure any software firewall active on the
server system so that it accepts incoming traffic on the relevant
port.
