What things have you already tried that didn't fix the problem?

What type of Internet connection do you have? Does it connect
directly to the main computer, or is there other network hardware
between them? If so, what type of hardware?

On the other Dell or the laptop, open a command prompt window and type
this command:

ping <web site that main computer can't access>

For example:

   ping www.dell.com

Note the IP address that the ping command shows, and try accessing
that IP address directly on the main computer. For example:

   http://143.166.83.230

Does that type of access work?
