Slow internet browsing with Verizon DSL

Ok..I started to notice that web pages would load and render slowly, like I
was on a dial up connection. Considering it's Verizon DSL, this caused some
concern. I went to Broadband reports and used their speed tests and found
the transfer rate was around 31k. I downloaded the utility they suggested
and ran the tweak test. I adjusted the settings accordingly and proceeded to
test the speed a few times a day for the past few days. All speed tests were
between 89 and 146k. Great. All tweak tests said my settings were fine and
there were no other problems. I've still found pages can take 10+ seconds to
load, but not always. Downloads are just fine though. I downloaded a Win
update, .Net 1.1 update, which was 10meg or so. Took around a minute, which
is pretty normal. I'm thinking, based on conversations, that something is
wrong with the TCP/IP section, since the download was fine speed wise. Often
I can watch the network icon indicator flash from my end, then receive then
maybe both together then back to send then receive. Then the page
loads..*sigh, finally*
I discussed this issue with a friend and tried resetting the TCP/IP stack,
but that hasn't helped. I continuely search for spyware, but none is found
with either Spy bot and Adaware. I have yet to call Verizon, because I
suspect they will tell me their line is fine and it's in my machine. I
typically use IE add ones, but use Firefox as well. Firefox seems to behave
the same way, suggesting it's a PC issue.
Does anyone have any suggestions or thoughts?
I'm running a P4 1.6gighz, with Win XP SP2, zone alarm pro installed.
