FIXED :-)

Even though I uninstalled and tried many tricks - still no fix, then I had a
thought ..........

Slipstreamed SP2 and did a "Upgrade" thus what ever the error setting /
dll/ reg / etc was, i do not know BUT my problem is now resolved.
