Odd LAN problem with XP Pro

Just slicked a laptop at work and installed XP Pro from scratch. DHCP will
not register an IP address. There are zero received packets, when I look at
LAN adaptor, just outgoing packets.

So I figure my on-board lan card is DOA and install a PC-Card NIC. Same
problem, won't register DHCP and zero rx packets. Any ideas appreciated.

BTW, before installing XP Pro the unit had the same problem. I'm sure it's
a software switch, but I sure can't find it. IPCONFIG comes up zip.
