how do u access a network pc's program files folder through netwo

i have 2 pc's in a network and when i try to gain access to the windows or
program files folder on the other pc it says "you might not have permision to
use this network resource contack the administrator for this server to find
out if you have access permissions" both computers log in with administrator
rights!!!!

please oh please help me!
