On a wired ethernet, do not forget the cabling; cables deteriorate.
Also, change the ethernet ports on switch and router; they get squirrely
also. Check the TCP/IP advanced properties, TCP/IP filtering and verify
that everything is set to Permit All. If you terminate QoS, remove it
from the connection, and also disable the service. If using a personal
firewall, is the trusted zone set properly (if there is a setting)? If
this is SP2, do not disable the Internet connection and Firewall service
if disabling the firewall. Check these sites for advice on needed

Google for both lspfix.exe and winsockxpfix.exe. Run both in default
mode; both will fix problems similar to yours.
