If you have a DSL connection to the Internet, you do not need ICS. Instead,
you configure NAT on your router - see your manual. If you mean that you
connect to the Internet through a Dial-up modem on one of your machines,
then you need ICS to share this connection. You will have to disable DHCP
on your router in order for ICS to work.
